As Bankruptcy rates fall across the board seven states are below half of the national average, led by Alaska, District of Columbia, North Dakota, Vermont, South Carolina, Hawaii and Texas. At the same time four states are 70% above the national average, led by Tennessee, Georgia, Nevada and Utah, according to National Bankruptcy Research Center contributor Professor Ronald Mann of the Columbia Law School.
